Introduction of energy system

Introduction

When you start a game you will consume some energy.When your energy runs out,you will be not allowed to start any game.To be sure,you can cancel this function in the config.yml

/dt e add <Player Name> <Value>	Add energy for a player
/dt e set <Player Name> <Value>	Set energy for a player
